Sehlke Consulting has provided onsite Financial Management (FM) support to Forward Deployed Regional Maintenance Center (FDRMC) since September 2020. Our Subject Matter Experts (SMEs) have provided the Comptroller with over-the-shoulder training, report building, Key Performance Indicators (KPI) analysis, accounting transaction suspense analysis, correction, accounting, feeder system error resolution, and process improvement recommendations. Sehlke’s financial system expertise, financial management support, and training products ensure that FDRMC will successfully implement FM operations in the SABRS post-migration environment. Our SMEs deliver expert advice, analysis, and assistance in executing all actions required to support the initiatives related to system optimization, keeping the 5th and 6th Fleet operationally ready through sound financial management. With the primary location of support co-located with the Navy’s 6th Fleet Headquarters, Sehlke is also responsible for supporting financial operations and providing training to Comptroller staff at FDRMC’s detachments in Rota, Spain and Manama, Bahrain.
Sehlke was an integral part of FDRMC’s FY2020 Fiscal Year Closeout and starting FY2021 in SABRS, concurrent with their migration to Command Financial Management System – Consolidated (CFMS-C). Sehlke continues to assist the Comptroller with extracting all financial reports, providing recommendations for corrective action, answering data calls, and performing root cause analysis and issue resolution. Additionally, the team conducts labor analyses to include civilian labor projections and overtime labor execution. Other tasks include performing analysis and closeout actions for contracts, certifying obligations/OP-32 data calls, and preparing reports for briefings with the Commanding Officer. Sehlke’s attention to detail, dedication, and subject matter expertise led to discrepancy discovery in the CFMS-C shared reference mapping, as well as SABRS tables that required updates to allow FDRMC to execute their funding accurately and confidently. Sehlke also immediately addressed and corrected discrepancies in the Customer Order Acceptance Record (COAR) builds in Shipyard Management Information System (SYMIS)-COST that were. This minimized labor inaccuracies in execution that would have required extensive manual labor allocations were they not immediately addressed.
Sehlke performed the analysis and provided the recommendation for FDRMC to switch from Obligation Processing Type Indicators – Transactional (OPTI-T) to the Contract Payment process named OPTI-C in U.S. Bank’s purchase card program. This recommendation resulted from a deep understanding of FDRMC’s business practices, enabling the command to optimally execute funds to support the critical forward-deployed mission of ‘fixing ships.’ Sehlke understands the mission and the concept of mission first, and we are proud to assist our clients and always be a part of the solution.
Sehlke conducted an in-depth analysis of FDRMC’s Job Order Number (JON) structure in CFMS-C, identifying an extensive amount of unnecessary JONs that could be deleted. The FDRMC JON logic was reserialized to provide standardization across the three operational maintenance centers. Sehlke conducted a complete analysis of the Budget Execution Activity (BEA), Budget Execution SubActivities (BESAs), and Cost Account Codes (CACs) being used across the command and performed rework for all FDRMC JONs in CFMS-C. Sehlke’s efforts standardized the JONs in CFMS-C across the three locations and reduced the count from over 500 to 249 reserialized and mapped JONs.
