Sehlke Consulting has provided Subcontractor Support to the Assistant Secretary of the Navy, Financial Management, and Comptroller (ASN (FM&C)), working with prime teaming partner Deloitte since September 2019. The ASN (FM&C) has articulated three primary goals for this project: (1) Pursue budgetary reform seeking greater execution effectiveness and transparency; (2) Continue full scope audit with complete transparency; prioritize and remediate findings and strengthen internal controls; and (3) Consolidate and reduce feeder and general ledger systems into a modernized Navy Enterprise Resource Planning (Navy ERP) system across the Department of the Navy (DON).
Our Subject Matter Experts (SME) provide financial and functional analysis of the Standard Accounting and Reporting System – Field Level (STARS-FL) and Standard Accounting, Budgeting, and Reporting System (SABRS) accounting systems and their associated feeder systems. Our analysis provides DON stakeholders with recommendations and the associated methodology for migrating prior-year financial data from STARS-FL into a SABRS compliant format. Sehlke’s SMEs serve as technical liaisons between the prime contractor and the various stakeholders, including the Naval Supply Systems Command (NAVSUP) Business Systems Center (NAVSUP BSC), Technology Service Organization (TSO), Defense Finance and Accounting Service (DFAS), and the Navy’s Budget Submitting Offices (BSO).
Our employees also assist with the development and execution of the Systems Consolidation Action Plan (SCAP). The goal of the SCAP is to consolidate legacy financial systems to the greatest extent possible while combining those activities in the Navy ERP system. Navy ERP is an integrated system of applications designed to manage end-to-end business processes and eliminate redundant or obsolete feeder systems. These actions will result in the Navy achieving a more auditable systems environment. Additionally, Sehlke assists with executing the annual Systems Health Assessment, which ensures all FM systems supporting the DON and ASN, FM&C comply with the National Defense Authorization Act (NDAA). Our experts work with the individual system owners on a documented year-round schedule, which upon completion, provides an overall health and impact score for each system in the portfolio.
Sehlke has played and continues to play an integral role within the Office for the Deputy Assistant Secretary of the Navy for Financial Systems (DASN FS). The DON formed this office in 2020 and went to telework status shortly after standing up due to COVID. Our personnel utilized their experience working for high-level Department of Defense (DoD) personnel to establish the framework, implement Standard Operating Procedures (SOP), and oversee the day-to-day operations required to support Senior Executive Service (SES) leadership during this unprecedented time.
