Project Spotlight – Navy Sector Support to the U.S. Marine Corps (USMC) for the Standard Accounting, Budgeting, and Reporting System (SABRS) to Defense Agencies Initiative (DAI) Transition
Sehlke Consulting’s USMC DAI Transition contract provides Department of the Navy (DON) program management support for the USMC transition from its legacy accounting system, SABRS, to the DAI Enterprise Resource Planning (ERP) system. The transition represents the first implementation of DAI by a Military Service and is preceded by 26 Defense Agency implementations. The USMC DAI implementation presents far more significant demands than previous agency implementations, as the size, global geographic presence, and business processes unique to a Military Service are presently uncharted territory for DAI. For these reasons, Sehlke was engaged specifically to leverage our expertise in USMC systems, business processes, and operating environments, as well as expertise with large system implementations and integrations. Consequently, Sehlke is developing new Department of Defense (DoD) capabilities for DAI to enable the Marine Corps to incorporate financial reporting for the functional areas of Military Pay (MILPAY) and Military Standard Requisitioning and Issue Procedures (MILSTRIP) requisitions. These functional areas constitute over half of the Marine Corps’ Total Obligation Authority (TOA). Sehlke has coupled unparalleled USMC depth and breadth of knowledge with teaming partners and personnel with extensive experience in all phases and facets of DAI implementations. This combination of USMC and DAI expertise provides the USMC with a support team featuring the skills, experience, and expertise to help surmount any challenges that may arise during the aggressive timeline for this critical effort.
Additionally, the project team provides tactical level support to functional area organizations, business process owners, and key interface partners while maintaining an overall financial systems and auditability framework. Delivery includes support and advisory to knowledge management, risk management, change management, training, functional area Subject Matter Expert (SME) support, driving necessary system changes/solutioning, stakeholder engagement and strategic communications, and managing the USMC’s DAI Integrated Master Schedule (IMS). Sehlke delivers deep SME experience in managing, migrating, and sustaining defense financial and business systems, including DAI/Oracle expertise, operational support, and helpdesk support. Sehlke’s team also consists of USMC business process SMEs with veteran experience as end users, managers, and schoolhouse instructors over the functional and managerial capabilities that will be transitioned or introduced. Sehlke’s combined systems and process area expertise synchronizes efforts to optimize delivery based on best practices and lessons learned. Sehlke team members ensure the functional, operational, and financial audit requirements of the DON are appropriately captured and addressed.
