Project Spotlight – Navy Sector – Navy Financial Operations and Systems Integration Support (OASIS) and Helpdesk for the Office of Financial Management Systems (FMS) Office of Financial Management and Comptroller (FM&C) Department of the Navy (DON)

Sehlke’s Navy OASIS Program provides FMS direct Financial Management (FM), systems integration, accounting solutions, consolidated helpdesk, and various other programmatic tasks to include executive advisory and strategic planning for FMS staff. Our team provides operational support, functional analysis, requirements identification, applications and interface development and testing, and systems administrative support for all Navy General Fund (GF) Budget Submitting Offices (BSOs). Our OASIS Program is further delineated into functional teams led by seasoned Subject Matter Experts (SME). We assist FMS with FM/systems oversight and advise the key stakeholders throughout the organizations we support on the development of policies, directives, and technical reporting solutions required to institute, navigate, and sustain data management & enterprise architecture programs. We provide training to financial managers and system end users regarding business requirements and procedures. Lastly, Sehlke’s OASIS Program serves as the direct representative and liaison between Navy GF BSOs and the Defense Finance Accounting Services (DFAS).

Over the course of the last four years, our OASIS Program successfully implemented the migration and post-migration sustainment and training for nine GF BSOs as well as the Naval Academy Gift Fund into SABRS. Our teams performed on site accounting system and business intelligence reports training from Italy-to-Japan, and places in between. Our SMEs developed and implemented new systems interfaces to increase proficiency and effectiveness for timely, accurate, and relevant FM activities across the Navy General Fund community. Through this effort, the Sehlke OASIS Program facilitated hundreds of classes (formally and informally), supporting the correction of hundreds of thousands of error transactions and Unmatched Disbursements (UMD), all while creating an open atmosphere that matured Navy BSOs into self-sustaining organizations who effectively operate in the GF financial environment. Of note is Sehlke’s expertise in the resolution of Civilian Labor errors. Over the last few years, our labor tiger team established multiple Labor War Rooms, aiding the BSOs in resolving nearly 800,000 errors totaling in excess of $300M.  Below is just one of the many accolades earned from their efforts:

Dr. Robin Farley PhD, Commander, Naval Installations Command (CNIC) Comptroller stated, “I just wanted to let you know that BSO-52 has cleared virtually all of the Labor Errors.  You will recall that we started with 750,000 errors, representing $294M in labor charges which had not posted to the GL.  Today we are at 1,950 error records totaling $1.1M. This was made possible by the (contractors) you provided, and the hard work of the OASIS team. Tremendous work by everyone involved!”

Sehlke’s OASIS Program continues to provide daily sustainment support and analysis for Navy GF BSOs, system interface partners and end users, SABRS Technology Services Organization (TSO), DFAS, and Financial Statement Audit support with FMO. Our SMEs provide executive-level dashboards and metrical analysis to help drive real time decision making. Our teams perform system oversight, to include access, Segregation of Duties (SOD) management, System Change Requests (SCR), System Acceptance Testing (SAT), and Process Analysis for both the GF accounting system and the  Business Intelligence Tool.

Through all of this, our SMEs continue to advise on capabilities and strategies toward a future, single Navy GL system.  As the Navy has now begun the transition from the SABRS environment to ERP, our SMEs have been called upon to provide a multitude of artifacts and insight that will aid the transition team in a successful migration.  We stand at the ready to support all sustainment and migration efforts.
