Sehlke Consulting, LLC is proud to announce our third prime contract award on the Navy Bureau of Medicine and Surgery (BUMED) Financial and Business Operations Management Support (FBOMS) Services IDIQ. Sehlke’s most recent award includes supporting the Navy Medicine (NM) Budget Division (M83) with budget operations and program management. Located at the Defense Health Headquarters (DHHQ) in Falls Church, VA, M83 is one of the divisions reporting to the NM Deputy Chief for Resource Management/Comptroller and provides the full range of budget formulation, funds management, and budget execution monitoring expertise in support of both Defense Health Agency and Department of the Navy budget requirements.
Sehlke’s on-site support to M83 is focused in four areas: budget formulation and execution; civilian personnel budget; budget reporting; and program management support. Our support in budget formulation and execution includes providing DoD Planning, Programming, and Budget Execution (PPBE) subject matter expertise. We track budget execution data, prepare management reports to display budget execution data, assist in preparing budget exhibits, and provide analytical expertise to support M83’s decision making capability. Our civilian personnel budget support includes defending budget estimates and submissions involving the execution of funding for nearly 12,000 US civil service and foreign national employees. Our support includes independently performing a variety of tasks related to CIVPERS labor budget and full-time equivalent cost data to support the annual budget execution process; involving multiple appropriations (i.e., Navy and DHP) with different guidelines and procedures. Our budget reporting support includes developing execution reports for DHP and Navy appropriations, to include pulling raw data from accounting and budget systems and conducting reviews for data integrity and accuracy. Lastly, our program management support includes documenting internal M83 processes and validation points, ensuring that M83 functions are executed with audit compliant practices and internal controls in mind, and developing and preparing strategic communications.
