Project Spotlight: Special Operations Command (SOCOM) Defense Property and Accountability (DPAS)

The primary Sehlke mission for the Special Operations Command (SOCOM) Defense Property Accountability System (DPAS) project is to assist the SOCOM J4 with the implementation and systematic maintenance of the DPAS Warehouse, Maintenance & Utilization (M&U), Registry, Property Accountability, Force Management, and Materiel Management Modules.  Sehlke is executing this implementation and maintenance with a continued focus on SOCOM’s three Imperatives of (1) Stability, retaining high quality and applicable institutional knowledge and minimizing workforce turbulence; (2) Agility, managing a professional workforce in SOCOM’s dynamic environment that evolves at the “Speed of SOF” to include an ability to surge capacity, manage change, and respond to issues; and (3) Reach, applying the network and knowledge of the entire enterprise of the team.  The end state of Sehlke’s mission will be to aid USSOCOM Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L) in meeting its mission to provide rapid and focused acquisition, technology, and logistics support to Warfighters, thus delivering the most effective capabilities to our Special Operations Forces.

In recent efforts, Team Sehlke is researching the use of Power BI to capture relevant DPAS data to build a sustainment cell dashboard for the SOF AT&L enterprise. The team is also conducting weekly Working Groups to establish metrics SOF AT&L leadership needs for informed decisions based on the status of SOCOM programs entered into DPAS.  Team Sehlke is continuing the Step 4 Business Case Analysis (BCA) for 17 PMO programs to review all areas of interest through a deliberate question and discussion process to understand the program and ensure it is structured to maintain and sustain audit compliance. Thus far, this effort has ensured all programs are on track to complete the BCA process ahead of schedule.  Team Sehlke further lead efforts to revise the DPAS Step 6 Glidepath process from 46 tasks to 21 tasks.  This 9-step Program Compliance Framework is essential to receive the SOCOM inventory required for conversion to DPAS.  The team’s successful efforts reduced the time to complete this process from over 45-days to less than 30 days.  Lastly, the team produced a Task Directive and Concept of Operations to inform the SOF AT&L enterprise of the 21 tasks.
