Project Spotlight: Deputy Assistant Secretary of the Army – Financial Operations and Accounting (DASA-FOA)

The Sehlke team supports the Office of the Deputy Assistant Secretary of the Army (Financial Operations and Accounting) (DASA-FOA) General Fund Audit Readiness effort, which is under the Office of the Assistant Secretary of the Army, Financial Management and Comptroller (ASA(FM&C)).  The team is part of a large-scale effort focusing on the Army’s General Fund financial statement auditability initiatives.  Part of our team currently assists in developing and maintaining internal controls and supporting the implementation of the Risk Management Internal Control (RMIC) program.

We provide subject matter expertise relative to creating new internal controls and updating existing controls based on Army business processes.  We review business process flow maps and the related business process details that have been documented by the United States Army Financial Management Command (USAFMCOM).  The business process details provide a narrative of what is happening on each step documented in the process flow maps.  Our personnel use their keen understanding of process mapping to identify internal control points within the process maps and details.  Once we identify control points, our team analyzes the process maps and details to determine the appropriate Army control activity procedure – creating, modifying, updating, or retiring the internal controls.  We specialize in constructing controls, to include documenting who/what is performing the control, what action is being performed, how the control is evidenced (signatures and dates), where the supporting documents are stored/located, and when the control is being executed.  We liaison with the client, multiple Army organizations, and other contract support teams to accomplish this.

Additionally, we review the seven Army end-to-end processes and the associated business processes and sub-processes for reasonability, flow, and internal control placement.  Our team is responsible for reviewing and assessing the validity of control language change requests submitted by Army Commands and other Subject Matter Experts (SME).  Change requests are vetted to determine if the change is reasonable, actionable, and is correctly represented in the Army business process maps and details.  We research and coordinate with the applicable Army technical teams to collect any unknown information before updating any control.  Our team also supports testing to measure the design of key internal controls by reviewing the Risk and Control Matrix (RCM) for the applicable business process.  The Sehlke team coordinates and consolidates weekly reports to communicate accomplishments, risks, and upcoming activities and milestones.

We have updated the Army Control Catalog within the Governance, Risk, and Compliance (GRC) tool since 2018.  The GRC tool is resident within the General Fund Enterprise Business System (GFEBS).  We currently assist with transitioning the Army Control Catalog from the GRC environment to the Army Process Portal (APP).  The APP platform is Common Access Card (CAC) enabled and hosted by SharePoint on the web.  The new APP control catalog site will make 384 key Army controls more readily available to stakeholders.  The new APP site will also include a new process for submitting change requests for Army controls.
